Yes — GTA 6 will work on any Xbox console, because the license follows your account, not the machine.
Digital copy: the purchase is tied to your Microsoft account. You can sign in on any Xbox Series X|S, re-download the game, and play it there. You can also change which console is your "home Xbox" up to 5 times per year — anyone signed in on that console can play your games, even offline (Xbox Support).
Physical disc: no transfer needed at all — just insert the disc in any other Xbox that has a disc drive.
The only real limitation is on sharing one copy with another person at the same time: game sharing works with only one designated home Xbox per account, and both of you can't play the same copy simultaneously on different consoles (GTA 6 guide).
