How to show the LineageOS 23.2 volume status as attached without pressing (physically or sending the virtual signal) a volume key, but possibly with ADB?

Yes — you can pop that volume slider panel (the one in your screenshot) purely from ADB, without any key press or input keyevent, by having the AudioService show the volume dialog itself:
bash
# 1. Read the current media volume index
adb shell media volume --stream 3 --get
# 2. Re-set it to the SAME value with the --show flag
adb shell media volume --show --stream 3 --set <current index>
The --show flag makes the call go through AudioService.setStreamVolume() with FLAG_SHOW_UI, which is what makes SystemUI display the volume panel — the same one that appears when you press a volume key. Since you re-apply the index it already has, the actual volume doesn't change and nothing is audibly altered; only the on-screen slider appears (ADB commands gist).
Equivalent one-liner without even reading the value (bump by 0 isn't a thing, but cmd media_session works too):
--stream 3 = STREAM_MUSIC (the media slider shown in your screenshot). Use --stream 0 for ringer, --stream 2 for notifications, etc.
If a "set to same value" call is optimized away on your build, alternate trick: momentarily change, then restore — but on LineageOS 23.2 the --show dialog normally appears even for a no-op set.
This shows the mini slider; tapping the three-dot menu expands it to the multi-stream panel, same as after a physical key press.
